Requires certain entities to notify victims of certain events; specifies victim has right to retain attorney; provides for assertion of victim's rights; revises requirements for preparation of guidelines for treatment of victims; provides policy concerning grant of delays in criminal proceedings; provides goals for completion of appellate review of convictions; provides for notice of delay with review exceeds goal; provides for reports of cases that exceed goals.
