Authorizes towing-storage operator to charge fees; provides lien can be placed only on specified fees; revises requirements for law enforcement agencies & DHSMV relating to removal of vehicles or vessels; provides notice requirements; revises timeframe in which unclaimed vehicles or vessels may be sold; revises requirements for notices of sale; prohibits towing-storage operators from collecting certain storage charges; prohibits vehicle or vessel rental agreements as being evidence of ownership; revises criminal penalties; requires towing storage operator to maintain records & accept certain types of payment; preempts specified local regulations.
