Revises requirement for DCF relating to performance outcomes & measures; requires managing entities to lead implementation of coordinated system of care; removes provisions relating to contracts for provision of local substance abuse & mental health programs, state & district substance abuse & mental health plans, & financing of district programs & services; revises managing entity duties; removes requirement for certain managing entities to enter into memoranda of understanding relating to network accreditation & systems coordination.
