Providing an exemption from surface water management and storage regulations for the implementation of certain measures and practices for environmental habitat creation, restoration, and enhancement activities and water quality improvements on specified agricultural lands and government-owned lands; removing requirements for adverse impacts on water resources, certain notification by the department and water management districts, and commencement of activities, etc.
