HB 741 -  Net Metering

Revises & provides legislative findings relating to redesign of net metering to avoid cross-subsidization of electric service costs between classes of ratepayers; requires PSC to propose new net metering that complies with specified; authorizes customers who own or lease renewable generation before specified date to remain under existing net metering for specified time; requires public utilities to provide specified report to PSC.
