Requires Criminal Justice Standards & Training Commission to report certain data to specified national registry; requires law enforcement agencies to screen prospective law enforcement officers against such registry; provides presumption of law enforcement agency's negligence under certain circumstances; revokes certification of law enforcement officer who has not been screened before hiring; provides for recertification.
