Revises composition of judicial nominating commissions; terminates terms of existing commission members; provides for new appointments & staggered terms; specifies prohibitions; requires appointing authorities to consider certain attributes in making appointments to ensure diversity; requires appointing authorities to collect certain data & specifies how data is to be released; provides conflict of interest parameters; requires commission member to complete educational course; prescribes requirements for course.
