Creating the De-escalation Training Pilot Program within the Department of Law Enforcement; requiring the department to administer the program and to conduct an open and competitive process for awarding grants to establish local programs in a specified number of counties and municipalities; requiring each program to implement and conduct de-escalation training for law enforcement officers within its jurisdiction and to submit annual reports by a certain date to the department, etc.
