HB 1103 (2013) -  Driver Licenses and Driving Privileges

Creates "Driver's Accountability Act"; provides alternative to payment of criminal penalty when court finds violator has an inability to pay; revises penalty provisions relating to driving while license suspended, revoked, canceled, or disqualified; revises provisions for DHSMV to suspend license of person who has failed to pay financial obligation for criminal offense.
