Provides an exemption from public records requirements for a determination of legal sufficiency relating to an alleged violation of pt. III of ch. 112, F.S., the Code of Ethics for Public Officers and Employees; provides an exemption from public meeting requirements for any proceeding relating to such determination; authorizes the Commission on Ethics and its staff to share investigative information with criminal investigative agencies; provides for review and repeal of the exemptions; provides a statement of public necessity; provides a contingent effective date.
