Requires court to retain jurisdiction over child until child is 21 years of age if child elects to receive Foundations First Program services; requires DCFS or community-based provider to provide reimbursement for costs of transportation provided for child in care; provides penalties for caregivers who refuse or fail to ensure that child attends school regularly; requires that child be provided with information relating to Road-to-Independence Program; provides that child with disability may stay in school until 22 years of age; provides for child to be exposed to job-preparatory instruction, enrichment activities, & volunteer & service opportunities; requires that transition plan be coordinated with case plan & transition plan prepared pursuant to Individuals with Disabilities Education Act for child with disabilities; creates Foundations First Program for young adults who want to remain in care after 18 years of age; creates College Bound Program for young adults who have completed high school & have been admitted to eligible postsecondary institution; provides for stipend; provides for portability of services for child or young adult who moves out of county or out of state; requires department to contract with national nonprofit organization to administer Road-to-Independence Program.
