General Bill
Blood Establishments:
Redefines "blood establishment" & defines "volunteer donor"; prohibits local governments from restricting access to public facilities or infrastructure for certain activities based on whether blood establishment is operating as for-profit organization or not-for-profit organization; authorizes DLA to assess civil penalty against blood establishment that fails to disclose specified information on Internet; redefines "health care entity" to clarify that blood establishment is health care entity that may engage in certain activities; exempts certain blood establishments from requirements to be permitted as prescription drug manufacturer & register products; requires certain blood establishments to obtain restricted prescription drug distributor permit under specified conditions; limits prescription drugs that blood establishment may distribute under restricted prescription drug distributor permit; authorizes DOH to adopt rules regarding distribution of prescription drugs by blood establishments.
