Review of the Department of Management Services Under the Florida Government Accountability Act: Revises governance of DMS; provides for electronic filing & transmission procedures for certain actions, proceedings, & petitions; repeals Florida State Employee Wellness Council; provides requirements for petitioners & respondents requesting administrative hearing; provides requirements for filing of documents with DOAH; requires each agency head to provide annual inventory of all wireless communication devices & expenditures containing specified information; provides requirements for use of wireless communication devices by agency employees; provides requirements for procurement of wireless communication devices & services by agencies; requires agency to conduct audit of wireless communication device expenditures; requires reimbursement of costs associated with certain personal use of wireless communication devices by employees; requires department to create, administer, & maintain centralized fleet of state-owned motor vehicles; requires department to prepare plan to centralize fleet; requires department to submit plan to Governor & Legislature by specified date; provides & revises procedures for filing petitions for benefits & other documents in workers' compensation benefits proceedings to provide for electronic filing & transmission; authorizes Office of Judges of Compensation Claims to adopt rules for certain purposes.
