Regulation of Electronic Communications: Repeals provisions relating to regulation of telegraph companies; removes provisions requiring transmission & delivery of messages; removes provisions relating to liability & recovery of damages; repeals provisions relating to telecommunications services; removes procedures for petition to PSC to stay implementation of price changes due to local exchange telecommunications company electing to have its basic local telecommunications services treated same as its nonbasic services.
