Health Care:
Designates Miami-Dade County as health care fraud area of concern; allocates certain funds recovered under Florida False Claims Act to fund rewards for persons who report & provide information relating to Medicaid fraud; requires entities regulated or licensed by AHCA to designate liaison officer for emergency operations; revises requirements for providers to participate in Florida 211 network; revises provisions relating to quality-of-care monitors for nursing facilities, reporting requirements, payments by nursing homes to agency, publishing of information provided on agency's Internet website, minimum staffing requirements, licensure, & payment practices; provides additional licensure requirements for home health agencies, home medical equipment providers, & health care clinics; requires posting of surety bond in specified minimum amount; imposes criminal penalties for certain unlicensed activities; imposes criminal penalties against person who knowingly submits misleading information to AHCA in connection with applications for certain licenses; creates two pilot projects for home health care management in Miami-Dade County; requires agency to establish medical home pilot project in Alachua & Hillsborough Counties; requires each county to be served by at least one medical home network; requires agency to take certain actions to improve prevention & detection of health care fraud through use of technology; requires DOH or Board of Pharmacy to deny application for pharmacy permit for certain misconduct by applicant or persons affiliated with applicant; creates pilot project to monitor & verify delivery of home health services & provide for electronic claims for home health services.
