Florida College System: Renames DOE Division of Community Colleges as Division of Florida Colleges; defines Florida colleges as community colleges, specifies counties served by Florida colleges, & renames certain Florida colleges; authorizes institution name changes; provides that open-door admission policy of Florida colleges applies to lower-division programs; provides that primary mission of Florida colleges includes provision of upper-level instruction & baccalaureate degrees; requires State Board of Education approval for baccalaureate degree programs proposed by Florida college; provides exemption from requirement for state board approval for specified baccalaureate degree programs offered by St. Petersburg College; authorizes Florida college to request, under specified circumstances, state board review of baccalaureate degree programs for purpose of exemption from state board approval for future baccalaureate degree programs.
