HB 1207 (2009) -  Procurement of Contractual Services by a State Agency

Provides requirements with respect to provision of outsourced human services related to mental health, substance abuse, child welfare, or juvenile justice; defines terms; provides requirements with respect to contracts for such services; requires state agencies to identify specified costs to human services providers; requires fiscal impact statement; provides that failure by governmental entity to negotiate contract amendment or remedy material adverse impact of new governmental mandate constitutes agency action for purposes of Administrative Procedure Act; provides for annual reports by state agencies; requires Social Services Estimating Conference to convene quarterly for purpose of developing information related to mental health, substance abuse, child welfare, & juvenile justice services needs.
