Administrative Procedure: Provides for agency reporting of annual regulatory plans; provides for certain omissions & suspensions of reports; provides for legislative review of agency rules in effect on or before Nov. 16, 2010; requires that each agency complete enhanced biennial review of its existing rules; requires report of enhanced biennial review; provides for objections & agency's response; requires performance of compliance economic review & report under certain circumstances; provides specifications for review; provides specifications for publishing final report of agency's review; requires agency to publish notices, determinations, & reports in specified format; requires DOS to publish certain notices in Florida Administrative Weekly; providing for future review & repeal; authorizes Legislature to establish & maintain Internet-based public survey of regulatory impacts; authorizes legislative leaders to certify in writing to certain individuals establishment & identity of any such Internet-based survey; provides immunities from enforcement action or prosecution involving information solicited through act; provides protections from retaliatory enforcement actions; clarifies that legal status of rule that has been determined to be invalid is not changed by act.
