Citizens Property Insurance Corporation: Revises legislative intent; provides certain residential structures are not eligible for coverage by corporation after certain date; prohibits corporation from levying assessments until surcharge is levied; requires corporation to commission consultant to prepare report on outsourcing; revises wind coverage provisions; specifies that corporation's insurance policies must provide that surplus lines insurer's offer to cover risks makes policy ineligible for renewal; requires policyholders acknowledge assessment of surcharges; provides for termination of agent for rebate violation; provides policies do not cover screen enclosures & limits coverage for sinkhole damage; requires members of board to abstain from voting on issues of interest; requires members to disclose interest; provides corporation is residual market mechanism; revises provisions relating to corporation rates; provides surplus lines insurers may participate in depopulation, take-out, or keep-out programs; provides requirements surplus lines insurer must meet to participate; clarifies corporation immunity; authorizes release of confidential files to insurer; deletes requirement for annual report on wind-only losses; requires property owners in Special Flood Areas maintain separate insurance.
