School Districts: Provides for recall of district school board members; provides requirements for petition for recall, signature process, & recall election; requires school board to adopt school superintendent's recommendations for compensation & salary schedules unless percentage of school board members vote to reject recommendations; prohibits superintendent from recommending increase in salary schedules of administrative personnel or managers if salary schedules of instructional personnel & educational support employees have not been increased; requires superintendent to review salary schedules of administrative personnel & managers to ensure that no person is paid in excess of twice district's average salary of classroom teachers.
